Texas clinicals for Olivet Nazarene University students
Texas made the cut in Olivet Nazarene University's March 2026 FNP disclosure, so FNP practicum hours can happen there. The Texas Board of Nursing does review out-of-state schools before they send students into Texas clinicals, but that review is built for pre-licensure programs, not for graduate NP study or the RN-BSN.

Olivet's Texas status
Texas FNP students can do their clinical hours in-state once Olivet approves the preceptor. If you are a certificate student, have the coordinator tell you whether the FNP entry covers your track. Moving to Texas from another state? Give the Online Advising Team your new address before the next clinical course; moving during your program has the steps. Olivet has students start the search through their own networks, and FNP students who log 30 unsuccessful attempts can turn to the SON Clinical Coordinator (the 30-attempt rule).

Which schools the Texas BON approves
Before a vocational or professional RN program from another state starts any clinical learning in Texas, the board must approve it, and belonging to NC-SARA does not change that. The authority is sections 214.3(e) and 215.3(e) of the board's rules in Title 22, explained in Education Guideline 3.1.3, most recently revised on May 1, 2026. It applies to diploma, associate, bachelor's and entry-level master's programs; the school applies four months or more ahead, must show a first-attempt NCLEX pass rate of 80% or better, and, under SARA, can place no more than 10 students with one clinical agency. The board posts a public roster of approved schools from other states.
The RN-BSN, as post-licensure study, and graduate APRN programs sit outside those rules. So Olivet FNP and RN-BSN students in Texas need not look for Olivet on that list, and Olivet's Traditional BSN clinicals are assigned around the Bourbonnais campus.
What Chapter 219 says about APRN preceptors
APRN education standards in Texas live in Chapter 219 of the board's rules (section 219.10). A preceptor there may be a licensed APRN, or another health professional with a current license who can supervise and teach; program, preceptor and agency put their agreement in writing; and a faculty member usually oversees six students or fewer in a clinical course. Chapter 219 formally applies to programs seeking Texas board approval, and programs with national accreditation are outside that approval, so take it as a guide to what Texas sites expect. In AANP's terms, Texas is restricted. Its NPs work under delegation from and supervision by a physician, keep written protocols with that physician throughout their careers, and face setting limits on Schedule II prescriptions.
The big four metros and their systems
The 2025 estimates count close to 8.5 million people in Dallas-Fort Worth-Arlington and roughly 7.9 million around Houston-Pasadena-The Woodlands. San Antonio-New Braunfels follows at a little over 2.8 million, then Austin-Round Rock-San Marcos at a little over 2.6 million. Systems NP students research include UT Southwestern Medical Center, Baylor Scott & White Health, University Health in San Antonio, Houston Methodist and Texas Health Resources; each writes its own student rules.
The state's preceptor incentives aim at other programs. The Exemption Program for Clinical Preceptors grants tuition exemptions at Texas public colleges to RN preceptors of public pre-licensure students, and the Nursing Shortage Reduction Program funds institutions, not individuals, so a preceptor teaching an Olivet NP student receives neither.
Licensing and the neighbors
Texas has issued multistate licenses since the compact went live on January 19, 2018. That license carries you into Oklahoma, Arkansas and New Mexico, each approved by Olivet for FNP hours. Questions Olivet students ask
Is Texas board approval required before my Olivet FNP clinicals?
Texas's out-of-state approval, set by 214.3(e), 215.3(e) and Guideline 3.1.3, is for pre-licensure vocational and RN programs, and it applies to NC-SARA schools too. Post-licensure RN-BSN study and graduate APRN programs are not covered by it. Olivet, for its part, lists Texas as approved for FNP practicum hours.
Can a physician precept me in Texas?
Texas's APRN education standards let a licensed APRN, or another health professional with a current license who can supervise and teach, serve as a preceptor. Who precepts you, though, is Olivet's decision, made through its approval process and the criteria in your Canvas requirements course, so check there before approaching a physician.
Will my Texas preceptor get the state's preceptor tuition exemption?
Not for precepting you. Texas limits the Exemption Program for Clinical Preceptors to Texas-resident RNs teaching students in public undergraduate programs that lead to a first RN license. Graduate NP and post-licensure students are outside it, so your rotation rests on good preparation and your preceptor's interest in teaching.
Can I do FNP hours in Louisiana if I live near that border?
No. Louisiana is on Olivet's list of 13 states without an FNP determination, and Olivet's March 2026 file does not allow practicum hours there for any student, Texans included. Oklahoma, Arkansas and New Mexico are approved alternatives; see states where FNP hours are not approved.
