North Dakota clinicals for Olivet FNP students
Olivet Nazarene University's FNP disclosure places North Dakota among the states where practicum hours may be completed. Its Board of Nursing reaches further than most into graduate education: a distance program that sends APRN students into North Dakota facilities is expected to hold board recognition first, then report on each semester's students before they begin.

How Olivet lists North Dakota
On Olivet's side, then, Fargo, Bismarck, Grand Forks and Minot are all open for FNP hours. Only the FNP track appears in the file, so certificate and NEL students take North Dakota to the SON Clinical Coordinator before counting on it.

The board's recognition of distance programs
NDBON counts an APRN track as pre-licensure, right alongside LPN and RN tracks, so its recognition of distance nursing education sweeps in NP programs like Olivet's FNP. A school asks two months (60 days) before its students would begin, graduate schools owe an annual fee, and the school shows NC-SARA approval or else authorization, or an exemption, from the state's higher education board. NC-SARA lists Olivet as a participant, with Illinois's higher education board as its state portal entity.
After recognition comes a standing chore. Each semester, ahead of any student activity, the school reports:
- student names, each with North Dakota or compact licensure details
- which facilities and which courses
- names, resumes and North Dakota or compact licenses for preceptors and faculty
- the affiliation agreements in place
- a confirmation from every facility that clinical space is available

What the Century Code adds
Two sections of North Dakota's statutes frame the recognition process. Under section 43-12.1-17(1), an out-of-state school needs its home-state nursing board's approval. Section 43-12.1-04(12) exempts the students of a recognized out-of-state program from licensure rules while they practice as students, on two conditions: written notice to the board, and a clinical site with space for them. Because Olivet's FNP clinicals stretch over several courses, a North Dakota student's preceptor details may go to the board in more than one semester's filing. Keeping one preceptor across courses, where your course faculty and Olivet agree, can keep those filings simpler.
Full practice, two compacts and the Minnesota edge
AANP ranks North Dakota as full practice. For licensing, North Dakota's compact membership dates to January 19, 2018, which means a Montana, South Dakota or other member state's multistate license opens North Dakota clinics to you. The state adopted the APRN Compact too, in March 2021, yet that agreement stays dormant until seven states sign and has only five.
Fargo and Grand Forks both straddle the Red River into Minnesota, an approved state that never joined the nurse compact. Fargo, Bismarck, Grand Forks and Minot
About 202,000 North Dakotans live in the Fargo metro and about 140,000 around Bismarck, while Minot and North Dakota's part of the Grand Forks metro each hold roughly 75,000. Two systems cover both of the largest cities between them: Sanford Health has a medical center in each of Fargo and Bismarck, and Bismarck also has CommonSpirit's CHI St. Alexius Health. Does the RN-BSN fall under North Dakota's recognition rule?
The board's guidelines are written around programs leading to LPN, RN or APRN licensure and do not describe post-licensure RN-BSN programs as covered. Olivet's RN-BSN page places practicum hours in each student's home community, wherever that is, so settle any North Dakota question through your practicum course.
Does the APRN Compact help me yet?
Not yet. North Dakota passed it in 2021, but it switches on only at seven states, and five have signed, so today it changes nothing about your clinicals or your first NP license. The RN compact, in force here since 2018, is the one that matters now.
