Minnesota statute gives graduate students licensed in other states a narrow exemption, yet the state's best-known clinical sites ask for more, and because Minnesota stays out of the nurse compact, your license comes first.

The student exemption in Minnesota law
Minnesota Statutes 148.271, subdivision 6, carves out one case. A nurse licensed as an RN in some other state, who is here as a student in a structured course of study (a graduate program counts), may practice professional or advanced practice nursing inside that course without Minnesota licensure. A companion rule, Minn. R. 6305.0300, accepts programs approved by any U.S. state or Canadian province for this purpose, provided the instructor supervising you is Minnesota-licensed and currently registered.
The board's program approval covers schools operating in Minnesota, and it keeps no separate approval track for colleges headquartered elsewhere. Treat the statute as a floor, not a plan. Olivet wants your RN license to match the state of your clinical site, a rule spelled out on your RN license for clinicals, and many Minnesota sites go further still.
Olivet's disclosure rows for Minnesota
That approval is what lets an FNP student in Rochester or St. Cloud stay home for clinicals. The Post-Graduate APRN (FNP) certificate goes unnamed in the file, so certificate students check with the SON Clinical Coordinator; the broader meaning of the list sits on Olivet's licensure disclosures.

Mayo Clinic's terms show what large sites expect
Mayo Clinic publishes the entry terms for its Minnesota NP clinical education program, and they run well past the statute. Mayo accepts NP students solely from schools that have signed an affiliation agreement with Mayo. Students bring an unencumbered Minnesota nursing license, current registration and a background study run by the state's human services department, and the faculty member of record must be licensed, as an RN or APRN, in the rotation's state.
Nothing on Mayo's page mentions Olivet, and no system should be counted on as an Olivet site. The lesson is broader: in Minnesota, plan on a Minnesota license, and expect some sites to layer their own background process on top of Olivet's compliance list.
Full practice, and why MERC money skips Olivet
AANP lists Minnesota as full practice, reached after 2,080 hours of practice alongside a collaborating physician or APRN. NPs still inside that window and NPs long past it both belong on your list, and Olivet's approval decides fit.
Minnesota's Department of Health runs Medical Education and Research Costs, known as MERC, which partly reimburses Minnesota training sites for accredited clinical education, APRN training included. The money goes to the site, never to an individual preceptor, and MERC counts only training where both the teaching program and the site are in Minnesota. A clinic hosting an Olivet student therefore draws no MERC funds for that student.
Twin Cities, Rochester, Duluth and St. Cloud
Roughly 3.65 million people live on the Minnesota side of the Minneapolis-St. Paul metro. Next come three regional hubs, Duluth, Rochester and St. Cloud, each above 200,000 within the state. Five large names come up in Minnesota searches, Allina Health, Mayo Clinic, HealthPartners, Essentia Health and M Health Fairview, but smaller independent and community clinics deserve room on your list too.
Two of those metros cross the St. Croix or the St. Louis River into Wisconsin, an approved compact state. A clinic on the Wisconsin side needs a Wisconsin license or a multistate privilege, and a Minnesota license supplies neither.

Will I need to add a Minnesota license for Olivet clinicals here?
Plan on it. The statutory student exemption is narrow, Olivet wants your license to match your clinical site's state, and big sites such as Mayo Clinic insist on an unencumbered Minnesota license. Minnesota also sits outside the nurse compact, and no bill to change that is pending.
Is Minnesota approved for Olivet FNP clinicals?
Yes. Minnesota is one of the approved states in Olivet's FNP disclosure of March 12, 2026. With no Minnesota board filing required of schools based elsewhere, your to-do list shrinks to three items: the license, a preceptor Olivet signs off on, and the clinic's own onboarding.
Can I rotate at Mayo Clinic as an Olivet student?
Only if Olivet and Mayo have the affiliation agreement Mayo requires. Ask the SON Clinical Coordinator before you apply, and keep Rochester-area clinics outside Mayo on your list while you wait. Mayo's page also calls for a Minnesota license and a state human services background study.
Can I do FNP hours across the river in Wisconsin?
The location works, since Wisconsin is on Olivet's approved list. The license is the catch: Minnesota licenses carry no multistate privilege, so a Wisconsin clinic needs a Wisconsin license. The Wisconsin guide covers that board's rules for schools based in other states.
