Olivet Nazarene University FNP hours in South Dakota
In Olivet Nazarene University's FNP disclosure, South Dakota is an approved state. The South Dakota Board of Nursing stays out of the placement itself and lets schools and sites agree between themselves, but it wants an out-of-state program to have faculty who can practice in South Dakota, and the state is among the handful that have passed the APRN Compact.

How the South Dakota board treats schools from elsewhere
South Dakota's board is blunt in its guidance for schools from other states, last revised June 2020: it does not approve them. When an Olivet student trains at a South Dakota clinic or hospital, the agreement runs between Olivet and that preceptor or agency. The board still asks one thing of the school: somebody on its faculty must be able to practice in South Dakota, either with a South Dakota license or through the privilege to practice, and for APRN students that person needs APRN standing.
The distance education rule (ARSD 20:48:07:49) makes the same point about APRN students who are physically in South Dakota. That condition is Olivet's to meet, not yours. Before you settle on a site in Sioux Falls or Rapid City, ask the SON Clinical Coordinator how Olivet handles it.
South Dakota in Olivet's disclosures
Here Olivet's list and the board's hands-off approach agree: an FNP student may train in South Dakota. Its bar for APRN licensure asks for graduate preparation that includes at least 500 clinical hours in the student's role and population focus, plus graduate pharmacology, pathophysiology (or physiology) and physical and health assessment. Olivet's handbook shows 750 FNP clinical hours, comfortably above that minimum; the course-by-course count is on the 750 hours.

Preceptor standards and full practice
For programs the board approves, ARSD 20:48:07:34 sets out who can precept: a preceptor's license can be no lower than the license the student is studying toward, and an APRN preceptor's own role, focus or specialty should line up with the student's. Olivet is not one of those programs, so read the rule as a yardstick; sites that know it may ask similar questions. Olivet's own criteria are in the Canvas requirements course, and Olivet approves every preceptor through preceptor approval.
AANP lists South Dakota as full practice after an NP completes 1,040 hours under a written collaborative agreement; the collaborating partner may be a physician, a nurse midwife with certification, or a certified NP.
Sioux Falls, Rapid City and the borders
The Sioux Falls metro is the state's biggest, with some 315,000 residents in 2025, just under 10,000 of them across the line in Minnesota. Rapid City comes next with roughly 157,000, and Aberdeen, a micropolitan area, has around 42,000. The major systems are three, Monument Health, Sanford Health and Avera Health, and every one sets its own terms for NP students.
Olivet approves Minnesota for FNP hours, yet Minnesota stays outside the compact. Wyoming, west of Rapid City, is Not Approved on Olivet's list and therefore closed to FNP hours for every student. North Dakota, Nebraska, Iowa and Montana are all approved and all compact members.
Licensing and the APRN Compact
South Dakota nurses have held multistate licenses since the compact's January 19, 2018 launch, so yours takes you to clinicals in other member states. South Dakota's APRN Compact law was signed February 5, 2024. Delaware, North Dakota, Utah and Wyoming have also enacted it, five states in total, and the compact stays dormant until a seventh joins, so each state still issues its own APRN licenses. Questions Olivet students ask
Does the South Dakota Board of Nursing approve Olivet's FNP program?
No such approval exists: the board says it gives none to programs based in other states. Placements are agreed between Olivet and the South Dakota site or preceptor, and the board wants the school's faculty to include someone who can practice in South Dakota, at the APRN level for APRN students. Separately, Olivet's disclosure approves South Dakota.
Can I train across the line in Minnesota?
Olivet approves Minnesota, so the state itself is allowed for FNP hours. Minnesota has not joined the Nurse Licensure Compact, though, so a South Dakota multistate license gives you no practice rights there; a Minnesota site means holding a Minnesota RN license. Is the APRN Compact in effect for South Dakota?
Not yet. South Dakota passed it in February 2024, but it begins operating only after seven states enact it, and by 2026 five had. For now, your Olivet clinicals turn on the RN license, which South Dakota already issues as multistate.
Could I do my hours in Wyoming from western South Dakota?
No. Olivet's disclosure lists Wyoming as Not Approved and bars FNP practicum hours there even when the student's home state is approved. Students in the western part of the state stay near Rapid City or turn to approved neighbors such as Montana, Nebraska or North Dakota. The complete list is on not approved states.
