Vermont and Olivet Nazarene University FNP clinicals
Vermont is approved in Olivet Nazarene University's FNP disclosure, yet two of its three neighbors are closed to FNP hours: Olivet lists both New Hampshire and New York as Not Approved. Vermont also states precisely who may precept an APRN student, and a physician assistant does not qualify.

Who can precept an APRN student in Vermont
Vermont's Board of Nursing settles the preceptor question in its FAQ, and the answer is short. Two professions qualify: APRNs and physicians. Whichever it is, your preceptor needs an active Vermont license without encumbrance, experience in your role and population focus, and a direct working link with the school's faculty. PAs are excluded from precepting APRN students.
For an FNP student, that limits the search to Vermont-licensed NPs and physicians in family practice. On top of that, Olivet keeps its own criteria in the Canvas requirements course and approves each preceptor (preceptor approval), so every candidate needs to satisfy Vermont and Olivet alike. Olivet also asks you to begin with your own professional contacts; in the FNP, the SON Clinical Coordinator steps in after 30 unsuccessful attempts.
Where Vermont stands with Olivet
With an approved status, Vermont residents can complete FNP hours in the state. Vermont's own framework is less settled for schools from elsewhere. Under board rules effective May 11, 2023, nobody may conduct a Vermont nursing education program unless the board approves it; online-only programs approved by the Agency of Education are the exception. The statute exempting students from licensure, 26 V.S.A. 1583(2), speaks of programs the board has approved. Neither text says plainly how it treats an out-of-state school placing students at Vermont sites, so raise it with the SON Clinical Coordinator before your first clinical day.

New Hampshire, New York and the Lebanon area
Olivet's March 2026 file labels both New Hampshire and New York Not Approved, and the restriction applies to students who live in approved states too. The Lebanon-Claremont micropolitan area shows why it matters: of its roughly 224,500 residents, about 87,000 live in Vermont and the rest across the New Hampshire line, where a clinic cannot supply your FNP hours. To the south, Massachusetts is approved but has not implemented the Nurse Licensure Compact yet, so a clinical site there calls for a Massachusetts RN license. Burlington, Rutland and Vermont's systems
Burlington-South Burlington had close to 228,000 residents in 2025; Rutland, a micropolitan area, had near 60,000. University of Vermont Health includes Porter Medical Center, the UVM Medical Center and Central Vermont Medical Center. Also worth researching are Southwestern Vermont Medical Center, part of the New Hampshire-based Dartmouth Health system, and Rutland Regional Medical Center; each sets its own student process.
AANP calls Vermont full practice. An NP in the first 24 months and 2,400 hours of practice needs a collaborating agreement, and the partner must be a physician or APRN licensed in Vermont, so a few NPs you contact may still be in that early stage.
Licenses and a past preceptor grant
Vermont's compact membership dates from February 1, 2022. Rule 4.1 of the board's rules covers visitors: if your active multistate license comes from a different compact state, you can practice in Vermont on it, and a Vermont license becomes necessary only when Vermont turns into your primary state of residence. Vermont has not passed the APRN Compact. The state once ran a preceptor grant, a single fiscal year 2023 appropriation under Act 183 of 2022, paying nurses in its critical access hospitals for precepting students from Vermont nursing programs; out-of-state schools were never part of it.

Could a PA serve as my preceptor in Vermont?
No. The Vermont board's FAQ excludes physician assistants from precepting APRN students. An APRN or a physician can do it, provided the license is active, Vermont-issued and unencumbered, the experience matches your role and population focus, and they work directly with Olivet's faculty.
Can I do FNP hours at a clinic in Lebanon, New Hampshire?
Not for Olivet FNP hours. Olivet has made no FNP determination for New Hampshire yet, and its disclosure applies that limit even to students living in Vermont, an approved state. Keep your hours on the Vermont side of the border, or look south to Massachusetts, which Olivet approves.
Will I need a Vermont license to train in Burlington?
Only if Vermont becomes your primary state of residence. A nurse living in another compact state can practice in Vermont on an active multistate license from home, under Board Rule 4.1. Whatever license you use, Olivet expects it to be current and unencumbered for the state where you train.
Is New York an option for FNP hours from western Vermont?
No. New York is Not Approved on Olivet's list, so a New York clinic cannot count toward your FNP hours however close it is. New York also stands outside the Nurse Licensure Compact. Vermont students near the western border keep their FNP clinicals on the Vermont side.
