Olivet nursing clinicals in Delaware
Olivet Nazarene University's FNP disclosure lists Delaware as approved, yet as a school based in Illinois, Olivet meets more Delaware paperwork than most approved states ask for. The Delaware Board of Nursing expects to hear from the school, and to hold its paperwork, before students use a Delaware clinical facility, so a Delaware plan starts with Olivet rather than with the preceptor.

What Delaware expects from an out-of-state school
Under Delaware's nursing education standards, section 2.4.1.9.4.1.5 of Title 24's Chapter 1900, Olivet or any school from another state must tell the board in advance that its students will use Delaware clinical facilities. Before any Olivet student starts at one, the board also expects the school to file:
- Evidence that its home-state board approves the program, or proof of national accreditation
- Signed agreements, in copy, covering every Delaware clinical agency Olivet students would use
- The school's own requirements for clinical faculty and preceptors
- Faculty and preceptor names, matched to the sites where each one works
- License copies for each of those people, Delaware-issued or multistate
These standards speak of all nursing education programs, with no split between pre-licensure, RN-BSN and graduate study. The board also approves clinical facilities before students are assigned, working from forms the school submits, and its representatives may visit. The filing belongs to Olivet, and Olivet's handbooks are silent on Delaware specifically, so once a Delaware site looks likely, write to FNPpracticum@olivet.edu, the mailbox Olivet's disclosure lists for FNP students training outside Illinois, or to the SON Clinical Coordinator.
Olivet's Delaware results in one table
Approval settles Olivet's side for the FNP track: hours may be completed in Delaware once the state's own steps are in order. Delaware certificate students should ask the SON Clinical Coordinator directly, since the file leaves the Post-Graduate APRN (FNP) certificate unmentioned. For RN-BSN students, practicum hours happen near home, which in this case puts them under the same Delaware standards.

Preceptors, licenses and two compacts
In Delaware's definitions, a preceptor is a licensed nurse educated to the BSN level or beyond. For online programs such as Olivet's, whoever teaches you inside a Delaware facility, as preceptor or clinical instructor, needs a license or privilege matching or exceeding the level you are preparing for. On top of Delaware's definition, Olivet applies the graduate criteria in your Canvas course before it approves a Delaware preceptor.
AANP lists Delaware as full practice. Delaware nurses have used multistate compact licenses since January 19, 2018, and on August 4, 2021 Delaware signed the separate APRN Compact. Five states have passed it: Delaware, the two Dakotas, Utah and Wyoming. The compact takes effect only when a seventh joins, so for now a Delaware APRN license works in Delaware alone. Wilmington, Dover and Seaford
Wilmington belongs to the Philadelphia-Camden-Wilmington metro, and roughly 588,000 of its residents live on the Delaware side. Farther south, the Seaford micropolitan area holds some 277,000 people and the Dover metro around 195,000. ChristianaCare, Bayhealth and Beebe Healthcare are the state's large systems, and the multi-state pediatric system Nemours Children's Health runs its Delaware hospital in Wilmington. Each posts its own student terms.
Wilmington's metro crosses into Pennsylvania, one of Olivet's Not Approved states, so a Pennsylvania office cannot host your FNP hours. Maryland and New Jersey, the other neighbors, are both approved.

Is the Delaware board notice my job or Olivet's?
Delaware's standard assigns the notice and the filing to Olivet as the school. As the student, your part is to raise it early and supply accurate preceptor and site details. Put the Delaware question to the SON Clinical Coordinator before your first clinical course, because the board wants the documents before any student uses the facility.
Can I train at a Pennsylvania practice if I live in Wilmington?
No. Pennsylvania appears among the Not Approved states in Olivet's FNP file, so Olivet rules out FNP clinicals there no matter where the student lives, Wilmington included. Maryland and New Jersey are approved alternatives if a site across the line suits you better.
What does Delaware's APRN Compact membership mean for an Olivet graduate?
Little, for now. Once running, the compact would give an APRN one multistate license good in every member state, yet it needs seven enacting states to start and has five. Until then, plan on a separate APRN license in each state where you intend to practice after finishing Olivet's FNP.
Does the Delaware notice rule apply to Olivet's RN-BSN?
Delaware's standards refer to all nursing education programs without separating levels. Olivet's RN-BSN runs its practicum hours in each student's home area, so a Delaware RN-BSN student should find out how Olivet meets the Delaware notice before the first practicum course.
