Olivet nursing students who live in Oregon
Oregon is closed to FNP practicum hours for Olivet Nazarene University students, one of 13 states in that position. Olivet's disclosure of March 12, 2026 puts Oregon in its Not Approved group, meaning Olivet has not yet reached a determination on whether the FNP meets Oregon's requirements. Oregon residents take the coursework online and complete FNP clinicals in Idaho or Nevada, the approved states on Oregon's borders.

How Olivet lists Oregon
The gap between the FNP row and the BSN row explains most of what follows. An applicant in Portland or Eugene can enroll and study from home, knowing FNP hours will be planned over a border. A current FNP student in Oregon builds every clinical course around an approved state.
An NEL or RN-BSN student has no row at all, so get the SON Clinical Coordinator's answer on which list applies before asking an Oregon nurse to precept. The Not Approved states overview sets Oregon beside the other twelve.

Oregon's board asks little of graduate programs
The Oregon State Board of Nursing (OSBN) sets few conditions for graduate students from elsewhere. Asked whether an out-of-state APRN education program needs board approval to place students in Oregon, its APRN FAQ answers no. The older rule that required board authorization before NP students from non-Oregon programs could train in the state was repealed effective July 1, 2021.
Notice to the board is now a pre-licensure matter. Under the rule in force today, PN and RN programs from other states file before learning activities begin and refile each year, and OSBN names advanced practice programs and non-licensure programs, among them RN-to-BSN and MSN tracks outside advanced practice, as exempt from that step. Two conditions remain: faculty who teach in Oregon hold an active Oregon license, and schools meet Higher Education Coordinating Commission or NC-SARA authorization before enrolling Oregon students. Olivet holds its SARA participation via the Illinois Board of Higher Education.
A permissive board does not change Olivet's own list. Olivet's file still keeps FNP hours out of Oregon and states no reason.
Idaho and Nevada: the approved states next door
Of Oregon's four neighbors, Idaho and Nevada are approved; California and Washington share Oregon's Not Approved status. That rules out Vancouver, Washington, even though it lies inside the Portland-Vancouver-Hillsboro metro. Eastern Oregon students sit closest to Idaho, southern Oregon students may look toward northern Nevada, and those in Salem, Eugene-Springfield or Bend face long drives either way, so their search should begin well ahead of the course.
AANP classes Oregon as a full practice state. Providence, OHSU, Legacy Health, Kaiser Permanente Northwest and Samaritan Health Services are its best-known systems, and each sets its own terms for students; they become relevant to NEL and RN-BSN students once Olivet confirms Oregon for their track.
Licensing across the Oregon line
Oregon is outside the Nurse Licensure Compact and has no compact bill pending, so it issues single-state licenses only and your Oregon license ends at the state line. Idaho has honored multistate licenses since January 2018, but because Oregon cannot issue one, clinicals in Idaho call for an Idaho license. Nevada is also outside the compact and licenses nurses on its own terms. Oregon has not enacted the APRN Compact.

Questions Olivet students ask
Oregon's board lets out-of-state NP programs place students. Why can't I train there?
The board's rules and Olivet's list are separate decisions. OSBN does not require approval from out-of-state APRN programs, yet Olivet's March 2026 FNP file places Oregon among the states it has not yet determined, and no FNP hours may be logged in states on that list. Oregon's entry carries no stated reason; FNPpracticum@olivet.edu is the mailbox it names for out-of-state FNP questions.
Can I use a Vancouver, Washington clinic because it's in the Portland metro?
No. Washington sits on the same Not Approved list as Oregon, so a Vancouver practice cannot host Olivet FNP hours however near Portland it is. What counts is the state where the hours are completed. The Washington guide covers that state's rules for other tracks.
Do NEL or RN-BSN students in Oregon have to notify the Oregon board?
OSBN says programs that do not lead to licensure, including RN-to-BSN and MSN tracks outside advanced practice, need not notify it. The open question is Olivet's: Olivet's NEL pages call for an approved state yet name none, so ask the SON Clinical Coordinator in writing whether Oregon qualifies for NRSG 604 or NRSG 620 before you contact a preceptor.
I'm moving from Oregon to Idaho. What should I do first?
Tell the Online Advising Team about the move, which Olivet requires of every relocating student. Because Idaho is approved, preceptors near your new home can host FNP hours, and as a compact state Idaho can issue its own residents a multistate license. The moving guide walks through the rest.
