Pennsylvania residents in Olivet's nursing programs
Olivet Nazarene University does not allow FNP practicum hours to be completed in Pennsylvania. Olivet's FNP file of March 12, 2026 lists Pennsylvania as Not Approved: Olivet has not reached a decision on whether its FNP meets Pennsylvania's requirements. Pennsylvania FNP students study online from home and train next door, in Ohio, New Jersey, Delaware, Maryland or West Virginia.

What Olivet's files say about Pennsylvania
Read the rows by who you are. Pennsylvania applicants can apply and take every online course from home, because the file restricts FNP practicum hours rather than admission. Enrolled FNP students need each preceptor in an approved state, and Pennsylvania's welcoming rules for visiting students, described below, do not alter that.
NEL and RN-BSN students will not find their track in either file, so put the question of which list applies to the SON Clinical Coordinator before you approach a Pennsylvania site. Olivet's licensure disclosures walks through both files.

Pennsylvania's rule for visiting graduate students
Pennsylvania treats graduate students from other states generously. Section 21.118 of the State Board of Nursing's regulations lets a nurse who holds an RN license from any other U.S. state or from Canada complete the clinical work an accredited graduate or BSN program requires, with no Pennsylvania license needed. The clinical work must stay unpaid, though a stipend, scholarship or program award does not count as pay. Taking a paid RN job in Pennsylvania during the program is different: it requires endorsement into a Pennsylvania license, and a temporary practice permit covers the wait.
Nothing the board publishes makes a school based elsewhere, or one taught at a distance, clear its Pennsylvania placements in advance; the Distance Education Application on its site is for Pennsylvania-approved programs. The board's nursing education rulemaking (IRRC #16A-5141) reached its final-form stage on September 8, 2026, with the IRRC meeting publicly on October 15, 2026, and the final annex carries § 21.118 forward largely unchanged. For NEL and RN-BSN students, Pennsylvania's rules leave room, so Olivet's answer is the one that decides.
Five approved neighbors for Pennsylvania FNP students
Pennsylvania borders six states, and five are on Olivet's approved list: Ohio, West Virginia, Maryland, Delaware and New Jersey. Only New York shares Pennsylvania's Not Approved status. The Philadelphia-Camden-Wilmington metro crosses into three approved states, New Jersey, Delaware and Maryland, which puts an approved practice within reach of many Philadelphia-area students. Pittsburgh students tend to look west to Ohio or south to West Virginia, and the Allentown-Bethlehem-Easton metro reaches into New Jersey.
Penn State Health, Geisinger, Jefferson Health, UPMC and Penn Medicine are the names most Pennsylvania nurses know. Their Pennsylvania sites sit outside Olivet's FNP map; for NEL and RN-BSN students they are examples of where to look once Olivet confirms the state, and each system sets its own student requirements.
One compact license, five border states
Pennsylvania's compact membership took full effect on July 7, 2025. A multistate license that Pennsylvania issues to a resident is valid in Ohio, New Jersey, Delaware, Maryland and West Virginia too, all five being compact members, so an FNP student crossing the line usually trains on the license already in hand. Check that yours was issued as multistate; Olivet's RN license rule requires a current, unencumbered license valid in the state hosting your clinicals.
No APRN Compact law has passed in Pennsylvania. For practice there after graduation, AANP puts Pennsylvania in its reduced practice group: an NP's written physician agreement lasts the whole career, and prescribing needs collaborative agreements with no fewer than two physicians.

Questions Olivet students ask
Pennsylvania lets out-of-state students train without a PA license. Doesn't that make it allowed?
It makes it lawful under Pennsylvania's board rules, but Olivet decides where its own FNP hours count. Olivet's March 2026 file lists Pennsylvania as Not Approved and bars FNP practicum hours there no matter which state a student calls home. The two rules stand apart, and for Olivet FNP students the stricter one governs.
I live near Philadelphia. Can I train in New Jersey or Delaware?
Yes, both are approved for Olivet FNP hours, and a Pennsylvania multistate license covers practice in both. Olivet still approves the preceptor, and the site runs its own onboarding, through MyClinicalExchange where the site uses it. The New Jersey guide covers that state's details.
Can a Pennsylvania NEL student complete NRSG 620 at a Pittsburgh hospital?
Possibly, but not on your own reading of the rules. Olivet asks NEL students to complete practicum hours in an approved state but has published no NEL list, and the FNP file is silent on NEL. Pennsylvania's board asks nothing of outside schools before placement, so the answer rests with Olivet: get the SON Clinical Coordinator's answer in writing before you approach a preceptor.
What happens if I move from Pennsylvania to Ohio mid-program?
