West Virginia clinicals for Olivet FNP and NEL students
Olivet Nazarene University's FNP disclosure approves West Virginia. In this state, Olivet's SARA participation does real work for graduate clinicals, because West Virginia's higher education office links its approval step for APRN programs from other states to SARA membership and to the number of students a school sends to one site.

Two regulators, split by program level
The West Virginia Board of Registered Nurses limits its oversight to pre-licensure programs. A pre-licensure school from another state files the board's approval application for out-of-state prelicensure programs before it uses West Virginia facilities. Graduate and advanced-degree programs get pointed in another direction, toward WVHEPC (the Higher Education Policy Commission) and toward their own national accreditor. Post-licensure study such as the RN-BSN is outside the RN board's reach.
WVHEPC houses an Office of Nursing Education and Workforce Development, and its guide supplies the graduate rule. A school outside West Virginia running an APRN or graduate program needs WVHEPC approval for clinicals in the state in two cases only: its institution is not in NC-SARA, or it has 10 or more students at one site. NC-SARA shows Olivet as a Participant through the Illinois Board of Higher Education, which leaves the single-site count as the item to check with the SON Clinical Coordinator.
What Olivet's files say for West Virginia
Approved means West Virginia residents can finish their FNP clinicals at home. Certificate students should ask the coordinator whether the FNP entry reaches them. Under the WVHEPC guide, NEL students are graduate students as well, so SARA and the one-site count matter for their practicums too. In the graduate tracks, the preceptor search opens with your own network, and FNP students qualify for the coordinator's help after 30 unsuccessful attempts (finding your own preceptor). Your license under the WVHEPC guide
The same guide answers the license question for APRN and graduate students training in West Virginia. Your primary state of residence decides it: live in West Virginia and you hold a West Virginia RN license; live elsewhere and you hold a multistate compact license. West Virginia joined the compact on January 19, 2018, and has not passed the APRN Compact. LPNs, for the record, answer to a different board than RNs do. Charleston, Huntington, Morgantown and Martinsburg
AANP's reduced practice category covers West Virginia. For three years, a West Virginia NP who prescribes needs a physician as a collaborating partner, and Schedule II narcotics are capped at a three-day supply.
The state's people are spread across smaller metros. Estimates for 2025 show Huntington-Ashland near 366,000, with a little over half inside West Virginia; Hagerstown-Martinsburg near 315,000, split about evenly with Maryland; Charleston around 200,000; and Morgantown around 142,000. Large systems to research on their own terms include WVU Medicine and Marshall Health Network, plus Vandalia Health, which brings together CAMC, Mon Health and Davis Health. The Huntington-Ashland metro crosses into Kentucky and Ohio, and Maryland shares the Hagerstown-Martinsburg metro; Olivet approves all three states for FNP hours.

Questions Olivet students ask
Does Olivet need West Virginia approval for my FNP clinicals?
WVHEPC approval comes into play for a graduate or APRN school based elsewhere in just two situations, per the nursing office's guide: the school's institution sits outside NC-SARA, or a single West Virginia site hosts 10 or more of its students. Olivet participates in SARA through the Illinois Board of Higher Education, so only the headcount question remains, and the SON Clinical Coordinator can answer it.
Can I train at a Pennsylvania clinic near Morgantown?
Not for FNP hours. Olivet has not made an FNP determination for Pennsylvania, and its March 2026 file keeps practicum hours out of the state even for residents of approved states such as West Virginia. Ohio, Maryland, Virginia and Kentucky are approved neighbors; see not approved states.
Does the WV RN Board oversee Olivet's RN-BSN practicum?
No. The board's authority covers pre-licensure programs only, and post-licensure programs fall outside it. Olivet says RN-BSN students outside Illinois complete practicum hours in their own community, and a current West Virginia or multistate RN license takes care of the license side of a West Virginia practicum.
Which license do I need if I live in Ohio and train in West Virginia?
For APRN and graduate students living outside West Virginia, the WVHEPC guide calls for a multistate compact RN license. Ohio has issued multistate licenses since joining the compact in 2023, so yours fits. If you live in West Virginia, you need a West Virginia RN license instead.
