Olivet's nursing programs for Arizona residents
Arizona sits on the Not Approved list in the March 12, 2026 FNP disclosure from Olivet Nazarene University, which means no Olivet FNP practicum hours may be completed anywhere in the state. Arizona residents who choose Olivet's FNP place their clinicals in an approved state, with New Mexico, Utah and Nevada along the border, while NEL and RN-BSN students check their own rules first.

- Applicants checking first. Olivet's FNP file decides where clinical hours happen, not where you live during online coursework. Before applying from Arizona, sketch which approved state will host your FNP clinicals.
- FNP students already in Arizona. Every practicum hour belongs at an approved-state site, whatever your address. Below, the three bordering choices and the license each needs.

The Arizona rows in Olivet's files
Olivet uses Not Approved for states where its determination on the FNP is still pending, and Arizona gets no separate explanation. The line binds visitors as firmly as residents: a Colorado or Texas student spending a few months in Scottsdale still cannot log Olivet FNP hours there.

New Mexico, Utah or Nevada: the license each needs
California, on Arizona's western edge, shares the Not Approved label, which points FNP students east and north. New Mexico and Utah are approved, and both honor multistate licenses, as Arizona has since January 19, 2018. An Arizona nurse holding a multistate license can therefore train in either without adding a license.
Nevada is approved as well but stands outside the compact, so a Nevada clinical means applying for a Nevada RN license on top of your Arizona one. Students near Lake Havasu City or Kingman sit closest to the Nevada line and should weigh that extra step against a longer drive to Utah or New Mexico. Arizona board approval for out-of-state APRN programs
Arizona asks schools from other states to clear its board before any of their APRN students train there. Under the board's APRN advisory opinion, last revised late in 2020, approval comes first and clinical days second. An APRN track that already holds home-state approval, at a school with national accreditation in good standing, moves through a streamlined path; afterward the school monitors licensure for everyone involved, from program director down to student, and records each placement.
Arizona layers license rules on top. An out-of-state program's APRN student training in the state carries an Arizona or multistate RN license without encumbrance, and an APRN preceptor needs that plus Arizona APRN certification. The rules say nothing about RN-BSN programs. Olivet's file never connects any of this to Arizona's status, so read it only as Arizona's own framework.
Full practice and Arizona's health systems
AANP classifies Arizona as full practice, the same rating it gives New Mexico and Utah. Phoenix-Mesa-Chandler dominates at about 5.2 million people, and Tucson passes 1 million. Banner Health, HonorHealth, Phoenix Children's, Tucson's TMC Health and Mayo Clinic's Arizona campus rank among the major systems, each with its own student terms.
Arizona once paid for a grant to unpaid preceptors of graduate students, run through ADHS. The legislature's fiscal 2027 budget report lists nothing for either fiscal 2026 or 2027, which suggests the grant has run dry.

Questions Olivet students ask
Can I do Olivet FNP hours in Arizona while living in an approved state?
No. Olivet's file tells students from approved states that Not Approved states are off limits for their practicum hours. A seasonal stay or a family visit in Arizona does not change that. Arrange your hours at a practice in an approved state and keep every clinical day at that address.
Does Arizona's board require approval before an Olivet NEL practicum?
The board's own description of its reach covers two program types, pre-licensure and APRN, and its rules for schools from other states follow that split. The NEL tracks and the RN-BSN fit neither type, and the rules do not mention them. Olivet's NEL pages still require an approved state, so the SON Clinical Coordinator's answer is the one that counts.
Would my Arizona license work at a Utah clinic?
A multistate Arizona license does, because Utah and Arizona both take part in the compact. A single-state license stays in Arizona, and a Utah site would then need a Utah license. Nevada is the border exception: it is outside the compact, so any Arizona nurse training there needs a Nevada license.
Is the Post-Graduate APRN (FNP) certificate treated like the MSN in Arizona?
Olivet's disclosure is silent on the certificate; it names only the FNP track. The certificate page does require an approved state for practicum hours. Get the SON Clinical Coordinator's Arizona answer by email, and file it away before any clinical time in the state goes on your calendar.
