Utah FNP clinicals for Olivet students
Utah appears as approved in Olivet Nazarene University's March 2026 FNP disclosure. Utah also regulates who may bring nursing students into its clinical sites, and its rule, R156-31b-609, covers graduate schools as fully as pre-licensure ones, so Olivet's standing under it matters before your search goes far.

What R156-31b-609 asks of a school
Utah's Division of Professional Licensing handles nurse licensing alongside the state's Board of Nursing and Certified Nurse Midwives. Their rule R156-31b-609 covers every nursing school based outside Utah that wants to send students to Utah agencies for clinical or practicum work, graduate and pre-licensure schools alike. The school must satisfy both the Division and the Board on four points:
- Standing at home: its own state's nursing board must approve it, and its nursing accreditor must be one the federal education department recognizes.
- Faculty: employed by the school, meeting its accreditor's and home state's standards, affiliated with a higher education institution, and, for in-person supervision, holding a good-standing license that Utah or another compact party state issued.
- Oversight: a plan for how it selects and supervises its faculty or preceptors, and how it picks clinical sites.
- Reporting: an annual filing, due August 1, that counts the students it placed in Utah, attests to the licenses held by face-to-face faculty and preceptors, and verifies current accreditation.

Olivet's Utah determinations
Olivet's approved label answers whether FNP hours may happen in Utah; the Utah rule answers on what terms a school may place you there. Certificate students should ask the coordinator if the FNP entry covers them. Because R156-31b-609 makes no exception for graduate study, NEL students, who also need an approved state, face the same question about Olivet's standing.

Licensed preceptors in a full practice state
Utah's rule also reaches individual preceptors: anyone precepting in Utah for a school based elsewhere must hold a good-standing license from Utah itself or from some other nurse compact state. Screen for that before a name goes to Olivet for approval.
AANP classes Utah as full practice. RNs in Utah have held multistate licenses since the compact began on January 19, 2018, so if your license comes from Utah or another compact home state, your side is straightforward. Utah adopted the APRN Compact in a law signed March 24, 2022, which puts Utah in the group of five states that have enacted it, but that compact waits for seven before it takes effect. Salt Lake City, Provo, Ogden and St. George
In 2025 the Salt Lake City-Murray metro passed 1.3 million residents, Provo-Orem-Lehi held a little over 770,000, Ogden roughly 670,000 and St. George a bit above 210,000. Among systems, NP students look at Intermountain Health, at MountainStar Healthcare (an HCA Healthcare system) and at University of Utah Health; each publishes its own terms for students.
Southern Utah sits beside two very different borders. Arizona is Not Approved in Olivet's file, while Nevada is approved but stays out of the compact, so a Nevada clinic would need a Nevada RN license. Wyoming to the northeast is Not Approved as well, and Idaho, Colorado and New Mexico are approved.

Questions Olivet students ask
Is Olivet's FNP covered by Utah's rule for outside schools?
Yes, on its face. The rule reaches any nursing school from beyond Utah placing students in Utah for clinical or practicum work, with no split between pre-licensure and graduate programs. Its conditions, from approval at home and recognized accreditation to faculty standards, a supervision plan and the yearly report, fall on Olivet, and the SON Clinical Coordinator can tell you where Olivet stands.
Can my Utah preceptor hold a license from another state?
Yes, if that state belongs to the compact. Utah requires every preceptor used by a school from elsewhere to hold a good-standing license from a Nurse Licensure Compact party state, Utah included. A preceptor licensed only in a non-member state, Nevada for example, falls short.
Can I do FNP hours in Arizona from southern Utah?
No. Olivet has not yet decided whether its FNP satisfies Arizona's licensure requirements, and until it does, the disclosure keeps FNP practicum hours out of Arizona for all students. Stay in Utah, or look at approved neighbors like Idaho and Colorado. The list is on not approved states.
Does the Utah rule matter for Olivet's NEL program?
It can. R156-31b-609 applies to nursing programs placing students for clinical or practicum learning and has no exception for graduate or non-licensure study, so an NEL practicum at a Utah agency raises the same issue. Olivet already requires NEL practicums in an approved state; check the Utah side with the SON Clinical Coordinator.
